This project is a preliminary study of the small-community policy of the Mbarara Diocese which claims that its Eucharistic Centers' program conforms to the small-community concepts of the Association of Episcopal Conferences in Eastern Africa. The study concludes that the Mbarara Diocese's Eucharistic Centers' program does not accord with the ecclesiology of the small-community movement. It contributes to the basic ecclesial community goals of the diocese by clarifying the theological and pastoral nature of the small-community movement as applied to Mbarara. It suggests key issues which need to be dealt with in formulating a viable small-community program for the diocese, notably those related to the need for in-depth reflection about how current parish structures and leadership models should be modified to accommodate a BEC program. The Mbarara experience may also provide a test case for small-community experiments elsewhere in East Africa.
