Abstract

Different styles of running parish councils since Vatican II occasion conflictual perceptions of coresponsibility and authority. The moratorium on experimentation signalled by the new canon law prompts critical assessment of such councils in this project, using data from minutes, survey, and participant observation. Councils, in parishes as open systems proceeding in a development-implementation vitality cycle, are diagnosed as strong in conserving and integrative functions and weak in developing an effectual response to forge a wider pastoral mission in church and society.
