- The thesis is that a local church can have a significant impact upon hurting children by recruiting, training, and supporting foster parents for service in the state foster care system. A curriculum was developed and a four-phase process of recruitment was developed and followed in order to test the thesis in one local United Methodist church. Foster parents were recruited and began to function. The theology undergirding the project, including a discussion of the church-state issue, is included. A complete evaluation as to why the project was successful is included, along with a discussion of problems unique to projects within the church-state agency interface.
