This reflective study makes the claim that the most effective, contemporary praxis for transforming city neighborhoods through the United Methodist Church in Philadelphia is one that invests in a focused process of urban congregational transformation. Philadelphia is the context of study and the work of United Methodist Metro Ministries, Inc, the urban agency of the Eastern Pennsylvania Conference, is the example of an agency that developed and implemented such a process.
