Abstrakt

This dissertation project critically examines the incongruities between 'management by objectives' and 'parish development' as concurrently being used by chaplains at Fort Ord, California. Surveys, interviews and consultations were used to examine degrees of participation in the planning process, utilization of 'mbo' and 'parish development', and levels of tension and confusion among leadership groups in the chaplains' program attributable to incongruities in these management styles. Utilizing information from these surveys, management science and organizational development literature, with related military publications, mbo and parish development are explained and creatively integrated into a guide for ministry planning and implementation for next year.
