- Peru suffered from terrorist violence and government repression from 1980 till 2000. The members of the Catholic Bishops' Social Action Commission (CEAS) were involved in the defense of the human rights of the victims of this violence. The author employed anthropological interviews with the people in CEAS to determine if the victims were consciously aware of the universal principles of human rights and the content of Church teaching with respect to those rights. The author's conclusion is that the very urgency of the task did not allow CEAS' personnel sufficient time for a reflection with the victims on these principles.
