  • A questionnaire based on David Moberg's church life cyle model was used to survey the congregation to determine why the church was not growing. A self-evaluation strategy was used to focus on the purpose of the church. The congregation assessed the strengths and weaknesses of the church, and the church board studied its purpose. Departmental leaders prepared action plans based on a revised mission statement and thirteen new goals, and made periodic progress reports. The church was not growing because it had become institutionalized. A consensus on mission and goals, and preparation of action plans, brought no renewal.
