- This project presents a pioneering effort by a chaplain and volunteers to found and develop a voluntary organization to improve and enhance the quality of life for Navy families in a military community located in the Pacific Northwest. The organization offers various educational and social programs that participants have found to be highly successful. The project recommends a model for needs assessment, brainstorming, and evaluation that can be replicated by churches and other military communities.
