- This study sets out to explore the complex array of issues which contribute to a church's effectiveness in being faithful to the biblical mandate. More than that, asking questions about effectiveness tends to challenge the old way of doing things. If churches have ceased to be effective in making more and better disciples of Jesus Christ, they must ask whether they have become locked into tired and outmoded programs. It is the author's conviction that the era of the program-driven church is passing and the way of the future is to be purpose-driven. There has clearly been a paradigm shift which challenges some of the old assumptions on how we 'do church.' St. Paul's Anglican Church, castle Hill, within the Diocese of Sydney, has embarked on the journey of transitioning from being program-driven to being purpose-driven. Because it is a large church by Australian standards, with a Sunday attendance of close to one thousand adults, the transition has been slow and sometimes painful. Like changing the direction of a large ocean liner it involves some stresses and strains before the vessel is firmly established on its new course. The desirability of moving to the new course must be clearly communicated, and the congregation persuaded that this is consistent with the Bible and God's will. managing the change and caring for the people in the process is equally important. The leader must be thoroughly convinced that this is in the best interests of the church, and be prepared to persevere to achieve the desired goal.
