- One of the challenges of local churches in North America is the lack of sufficient training for pastors to lead and manage a local church. This research project addressed this deficiency. This research project examined two separate Dallas Theological Seminary Doctorate of Ministry pastoral leadership courses. The research method included a combination of questionnaires, interviews, and review of pertinent course materials. The courses chosen for this research were DM550 Effective Church Leadership (DM550) and DM521 Church Health, Leadership, and Multiplication (DM521). These two church pastoral leadership development courses currently and previously taught in the Doctorate of Ministry program at Dallas Theological Seminary were examined in order to identify the essential elements of a senior level strategic leadership development course that teaches church pastors how to lead and manage a local church. This project explored the essential elements of senior level strategic leadership to create a program to develop church pastors to lead and manage a local church. The essential elements included development and evaluation of a church's mission, vision and values, analysis and evaluation of a church's strengths, weaknesses, opportunities and threats, development of a strategic plan for implementing change, and developing a strategic plan for developing leaders. The results of this evaluation not only impact the ministry of the researcher, but also that of other churches, seminaries and pastoral development organizations.
