- The project describes the development of a list of 384 skills required for competent pastoral leadership and a tool for measuring the attainment of these skills. The result provides a basis for self-directed learning and evaluation useful for men who have leading pastoral roles in local churches without the benefit of a traditional Bible college or seminary education. The thesis lays the exegetical foundation for a description of pastoral competencies, introduces non-traditional theological education, explores its history in America and its use in the missionary setting, and relates it to adult learning theories. Extension education is also surveyed.
