Abstract
  • A study of facilities in the juvenile justice system indicates that the pastoral care program would be more effective with delinquent youth if: (1) program emphasis was changed from delivering services to institutions to 'tracking' individual youngsters through a series of institutions; and (2) if our catechetical materials, sermons, and liturgical worship would take into consideration the fact that these youth do not come from traditional families or communities. The church might have more influence among these young people if it were perceived to be less the agent that calls to repentance than the place that facilitates personal change.
