- In the opinion of the author, the Callahan model, 'Twelve Keys to an Effective Church' by Kennon Callahan, is an effective, measurable, and understandable tool for implementing a long-range plan in any church regardless of size or location. The Forest Park long-range planning committee used the tool in determining its strengths and, ultimately, in expanding and/or adding to those strengths. Biblical, theological, and historical support relates to the involvement of divine leadership in the planning process. As God gave leadership to Israel and the church, He also gives leadership to the church of the nineties.
