- A contextual method was used to study how a United Methodist district developed and implemented a vision of ministry to the poor and homeless by establishing Rising Hope United Methodist Church in Alexandria, Virginia. Seven persons who helped start and continue this church for the poor and homeless were interviewed regarding what influenced their involvement in this mission. Wesleyan, Methodist, theological and other influences were implicitly indicated in their responses. More explicit theological reflection was used to enhance an understanding of this ministry. This study illustrates how Wesleyan theology and United Methodist Discipline and administrative structure might be employed as a way of getting from vision to reality in establishing a ministry to the homeless.
