- Confronted with large numbers of military personnel, chaplain shortages and physical restraints, chaplains and commands realize that providing an adequate command program of ministry necessitates greater involvement of the laity. Personal faith, commitment, experience, academic research, colleague cooperation and support provided the theoretical, theological and academic aspects (Part 1) which gave shape to a Program of Training and a Training Manual (Part 2), which were corroborated and evaluated as acceptable by Jewish, Catholic and Protestant chaplains for that purpose.
