Abstract
  • This paper explored elements of and creates a strategic plan for the Lutheran Church-Missouri Synod in Turkey. Relevant history is traced from the first through the twenty-first centuries. Core principles are presented such as the ultimate authorities, principles of interpretation, communication, contextualization, dialogue, diapraxis, and diplomacy. A Lutheran communicative contextualization process is introduced and emphasizes quad-cultural communication. The biblical basis for strategic planning, involvement of all God's people, and eight approaches in the literature is reviewed. The perspective of outsiders is assessed and interviews with Muslims provide insider perspectives. Thirteen criteria are used to review strategies of over forty organizations in Turkey.
