  • A small congregation is able to do effective evangelical outreach without relying on programs developed for large congregations. A small congregation has adequate resources. It needs to intentionally use its primary resource which is its ability to be the community of God's people gathered around Word and sacraments. The congregation is encouraged to invite, welcome, and incorporate people into this community. A local congregation was the arena for developing the model. A small congregation in south Texas is able to do effective evangelical outreach as it accentuates its ability to be a community.
