Abstract
  • The Ethnic Minority Local Church (EMLC) has been an emphasis of the United Methodist Church for two Quadrennia. In the second Quadrennium it received greater support from the Church. Within the Southern New England Conference a strategy was put into place in 1983. This project focuses on that strategy and raises questions about its relevance. To determine the impact of the strategy, visits are made to ethnic centers, a structured interview is held with Bishop George Bashore and questionnaires are sent to district superintendents, pastors and lay persons. The findings confirm the suspicions that the Priority is anything but the priority within the SNEC and that much more than a 'strategy' is needed if there is to be some sense of ownership of the Priority within the Conference.
