  • The project was designed to find out who makes decisions in a local congregation by examining the correlation between perceived and official lay leadership at the St Matthew's UMC of Acton, Massachusetts. Questionnaires describing situations which could occur at any church were sent to members of the congregation. They were asked to rank up to three members with whom they would discuss the situation and to offer the reasons for their choices. The results of the data collected show that there was an informal group of individuals who were perceived to be the decision makers. Such an informal grouping of decision makers presents problems for the management of a church and raises questions concerning the theological foundations for the organization and structure of the local church.
