Abstract
  • The thesis of this paper is that Baptist churches need to formulate administrative systems of polity and that justification for this can be found in the actions of the New Testament church and the writings of Hiscox and other Baptist theologians. This project provided the justification for and the procedures by which the Shiloh Baptist Church, Chesterfield County, Virginia, created this system. The result was the implementation of a manual of operations for the church and the development of a positive image for the congregation. The project involved: search of written material; examination of the church's records; dialogue with faculty at Baptist seminaries; dialogue with area pastors; and the utilization of these resources in the creation of an administrative manual for the church.
