The project paper describes the process through which a newly planted congregation was taken in order to develop its own constitution, church covenant, church bylaws and church philosophy of ministry. It describes this process from the perspective of a selected study group as well as that of the congregation in Hoofdolorp, The Netherlands. The project resulted in the documents that govern this local church. Documents are goal-owned by the members of the church because of the constituting process.
