- Can evidence for economic and/or geographic biases be found in the general procedures and policies of the United Methodist Church, and the specific practices of the Memphis Annual Conference in forming new churches? The author used for this study a combination of the 'ethnographic research method' and pro-active research method as outlined by William R. Myers' Research in Ministry: A Primer for the Doctor of Ministry Program. The author concluded that no evidence of biases could be found as stated in the thesis. However, he discovered significant inconsistencies in the last seven new church starts of the Memphis Annual Conference.
