'Church planting strategy and implementation: reaching the loved ones of the incarcerated in Fremont County, Colorado' was the project. The project began because there seemed to be no real ministry being conducted in regard to the families of the incarcerated. Through the utilization of surveys, interaction with various governmental agencies, and direct initiative to the targeted people group, it became evident that there were substantial difficulties that had to be overcome by the church, the employees of the Colorado Department of Corrections, and the families of the incarcerated for true ministry to occur. The question of the success or failure of this project is one that will only be answered through time as God changes a community, the church and the loved ones of the incarcerated.
