The thesis of this study is that the rotating (definite or limited terms of office) system serves the local church more effectively than does the permanent (life terms) system. Biblical research does not uncover any conclusive information which favors either system. Research of post-biblical history to the present day favors the rotation system as it is rooted in the reformers Calvin and Knox. The Presbyterian Church in America which is used as a control group is divided evenly in its choice of systems.
