  • International churches that minister primarily to expatriates living abroad have the potential to become launching pads for mission to indigenous peoples. Methods: The author conducted a case study of the International Christian Fellowship of Caracas and a survey of forty-two other expatriate ministries in order to evaluate the missionary potential of international churches. Included is a theological and theoretical search for a model of expatriate ministry that can be used in outreach to indigenous peoples that leads to the planting of a national church. Conclusion: Because many of the approximately 1,000 international churches are involved in outreach to indigenous peoples, and because some have planted national churches, they should be considered as an alternative approach for mission to the middle and upper classes in the major cities of the world.
