- The project reflects the pastoral reality and problems of employment of laity in the US Catholic church parish. Issues addressed are: 19th century trusteeism; the authority of bishops in their dioceses; the clergy shortage and canon 517.2 which allows bishops to appoint someone other than a priest to administer a parish; and the social justice teaching of the church as it can be applied to the treatment of church employees. A personnel policy handbook for parish staff exclusive of parochial school staff, deacons, and volunteers is included.
