  • Using the location of a landfill in a Black neighborhood as a case study, this project questioned the adequacy of traditional political tactics in social justice ministries and tested the thesis that law provides a viable way to minister to social structures and addressed the imbalance in political and economic power that perpetuates oppression. Pastoral care and pastoral theology provided the conceptual foundation for this work, which concluded that the success of caring agents of social change depends upon their ability to move beyond the traditional emphasis on the individual to pastoral care of the community and its social stuctures.
