Abstract
  • The thesis is that ministry to inactive members requires a ministry of the gospel to both actives and inactives. The thesis grows out of: 1. an identification of those factors which contribute to inactive membership; 2. an examination of New Testament writings as resource for ministry to inactives; 3. the development of a theological framework which utilizes Lutheran confessional theology and Pauline theology to address the issue of ministry to inactives; and 4. the consideration of ministry to inactives within the context of the whole of congregational life. The study also proposes one model for strengthening lay ministry to inactives.
