  • The first chapter of this thesis presents a brief overview of the background of sheltering the homeless in Boston. The second chapter puts the approaches and attitudes towards sheltering the homeless into a sociological framework. Chapter three presents data regarding the Tent City demonstration during which homeless people participated in June, 1985, on the Boston Common, which resulted in the program, Family House Project. Chapter four presents the data on Family House Project which set as its main principle the belief that the homeless people could and should have greater control over their lives. Finally, chapter five seeks to analyze Family House Project in terms of two themes: empowerment and community. Recommendations for further possible areas of study as well as the policy implications of the report, are then offered.
