- Inconsistent congregational participation is a frustration of virtually every pastor. Ministry left solely in the hands of the pastor and/or the 'faithful few' is ministry never fully realized. More persons must be involved in ministry, accountable to God for the utilization of their time, talents, gifts and graces. Members must also be empowered to minister to one another in order to make an effective witness to the world. The Jones Tabernacle African Methodist Episcopal Zion Church is addressing this issue by utilizing an existing system, the class leader system, modified to maximize the accountability and potential of a congregation.
