- Through the use of a questionnaire, this study seeks to answer four research questions: 1) how and where are policies made and decisions reached; 2) is the political process able to make and achieve goals; 3) is the political structure flexible; and 4) is there agreement between the formal and informal processes? The achievement of ministry goals in any given church depends on the pastor's ability to use political process to help the church translate Jesus' commissions into particular achievable tasks.
