This dissertation-project designed a program of ministry to reach out to unchurched families in the Emmanuel Presbyterian Church parish area. The study concentrates on finding the basic needs of families by way of a community survey. The findings of the survey resulted in the development of several possible responses a local church can make in meeting the needs of families. To reach out effectively it was discovered that people within the church needed to be equipped to do the work of ministry. Therefore, a community training center was designed to equip lay people for ministry to the family.
