  • This project guides a local congregation in developing relevant ministry to a rural community of declining population. Population decline manifests itself in the church in two ways: quantitative (membership, attendance, giving, and budget) and qualitative (leadership, outreach, teaching, discipleship, and ministry). Qualitative decline can be distinguished and treated distinctly, and quality can be maintained even as quantity diminishes. This project uses biblical principles to develop and implement a statement of mission that addresses the ministry needs of a declining rural community.
