- Clustering is a viable strategy for urban ministry in mid-sized American cities. Using the case study method the writer describes the results of eight UCC churches in Allentown, Pennsylvania, involved in the clustering process. He also describes the effects of this covenant relationship upon the participating churches. Descriptions of the formulation of the covenant and of the programs resulting from the covenant relationship during its first two years, evaluation of the covenant relationship during that time frame, recommendations to members of the covenant churches, other clergy and judicatories and an epilogue about continuing events are part of this report.
