  • This project provides a theological and conceptual framework and practical ideas for the life of the church. It proposes a way of thinking about culture that is pertinent for the church and is intended to aid the development of culturally competent churches. Much of the material derives from the writer's experience in bi-cultural, Tongan-palangi (non-Tongan) United Methodist churches in San Mateo County, California. In addition to recounting that particular experience, the essay seeks to generalize from it as well. After developing a conceptual framework and examining the Scripture for elements for cultural competence specific steps are suggested for the life of the local church that seeks effective ministry in a multi-cultural society.
