- Rural congregations functioning in a survival mode have an inward focus on self-preservation. This inward focus limits the amount of energy the members are willing to expend in following God's vision. By working with the ruling elders in the congregation and enabling them to empower all of the members to identify what they are, and to envision God's vision for their situation, the membership may then own a new vision of God.
