- This project documents the process used to develop leaders and small groups at First Presbyterian Church in New Castle, Pennsylvania. The paper gives a rational for and describes the steps taken to develop five small groups in the congregation which are called missional covenant groups. Covenant groups consist of approximately eight to ten people of various ages and life experiences from the community and the congregation. Covenant groups seek to fulfill the church's mission of transforming people's lives through Jesus Christ. The general thesis of the project is that intentional covenant groups form people into loving and serving communities of Christians.
