  • The code of Canon Law (Ca 636.1) recommends that pastoral councils be established in each parish. A structure for pastoral councils, based on the centrality of baptism, must recognize the right of parishioners to set the vision and the responsibility of the staff and various organizations to realize the vision. The role of the pastor is presider; liturgy being a paradigm. This design removes the parish council from the concept of a board of directors setting policy. Rather, the council is responsible for enabling the assembly to formulate its goals and have them implemented.
