This project proposes a church structure and strategy for independent local congregations that encourages the development of lay leadership. Leadership development in many churches is hindered by a structure in which much of the leadership responsibility rests with pastors and the leadership potential of lay members is ignored. Drawing on recent trends in church growth and research in various leadership choices from biblical and secular viewpoints, the project designs a leadership development strategy for a local congregation.
