  • The intention of the project was to develop a volunteer chaplaincy program for clergy, assisted by laymen, at the County Adult Correctional Facility, in Anoka, Minnesota. The Anoka program, presented to jail administration and local clergy by the author in 1983, included the following essentials: 1. a firm, two-year clergy commitment; 2. two initial sessions of orientation and training for clergy and laymen; and 3. semi-annual meetings to evaluate and expand jail ministry skills. The program was accepted and began in April, 1984, with thirteen clergy taking turns in providing a weekly ministry. A steering committee was chosen to direct the program. Feedback from participating clergy and laymen, jail residents and officials has indicated strong endorsement of the program.
