  • This study (an historical/organizational saga) will show how Dr Bechtold's leadership and theological stance produced a pioneering, non-institutional child-placing agency, The Lutheran Children's Bureau, now Lutheran Children and Family Service. It embraced and supported the family and sought to keep children in their own homes. Today's 'state of the art' in social work embraces these pioneering principles. A visionary, he sought to better educate, promote and partnership with the local churches and the seminary. Further, he hoped to see a Lutheran college train social workers to serve congregations and agencies. His visions still stimulate Lutheran social work.
