The project will be implemented at the First Baptist Church of The Woodlands, Texas. The prospective new church will be 'apostolic' in that it will be a church focusing on the unchurched. The new church's form stems from Carl George's community group model that he labels 'meta-church.' The first phase of the project develops the community group leader training curriculum. The second phase centers on building the leadership skills of the community group leaders. The third phase organizes the pilot group.
