Creation of a mission statement by a local congregation establishes a foundation for effective ministry through the development of a doctrinal understanding that perceives the nature of the church and its mission as evolving from God's grace. Research involves the gathering of local church history, social information, and demographics. A study series on the nature of the church and its mission, developed and implemented by the pastor, is presented to a group of laity. At a retreat the laity give formation to the statement, which receives congregational adoption. Questionnaires help analyze the laity's beliefs about the nature of the church and its mission.
