This project proposes that the efficiency and effectiveness of the ministry of the local church can be enhanced by a comprehensive and authoritative manual of all church operations. The writer gathered resources from over 40 churches known for excellent administration. From these a manual was compiled for Harvest Community Church of Oak Creek, Wisconsin, an independent evangelical church. It was reviewed by several readers and revised accordingly.
