The development of a clear, theologically sound rationale for staffing is dependent upon a broadly based, congregationally owned understanding of ministry and mission. Such understanding will result in a healthier climate for ministry, a less adversarial climate among staff, between staff and congregation, and within the congregation, leading the church into the 21st century.
